Ok, clan members and I did and double-checked this quest line. The quest line starts with Harrison Giles in Needle Eye (Grain Drain), and carries through to Anna Marcum, Benita Kessner, and Shalista Clark (Explosive Situation, 1 AP). After you complete that, Shalista will send you on another quest to see Sam Chandler in the Needle Eye outskirts, later you move on to Billy Benjamin in Linewood, and finally Jinny Rivera in Kingman for the Blocking Lifenet quest which will net you another AP and a Magnum Rimfire Rifle.
